  • 日本語能力:CEFR(外国語の学習・教授・評価のための欧州共通参照枠)のB1レベル(自立した言語使用者)相当の日本語能力が求められます。

Permanent Residency Requirements Have Changed — Guidelines Formally Revised (Effective October 1, 2026)

Japan's Immigration Services Agency has formally revised the Guidelines for Permanent Residence Permission. The income criterion (requiring income above the Japanese household average) took effect on October 1, 2026, and also applies retroactively to applications filed from April 1, 2026. The pension criterion (equivalent to 30 years of Employees' Pension contributions), the Japanese-language requirement (CEFR B1), and the spousal residency requirement are expected to take full effect from April 1, 2027.

Following the draft published on August 4, 2026 and a public comment period (through September 3, 2026), Japan's Immigration Services Agency (ISA) formally revised the "Guidelines for Permanent Residence Permission," effective October 1, 2026.

Under Article 22 of the Immigration Control Act, permanent residence applications are reviewed against three requirements: (1) good conduct, (2) independent livelihood, and (3) conformity with national interests. This revision clarifies the specific criteria considered under each requirement.

Key points of the revised guidelines

  • Income requirement (independent livelihood): Applicants must continuously earn an annual income exceeding the average income of Japanese households of the same size.
  • Pension: Applicants must have an expected pension amount equivalent to 30 years of Employees’ Pension Insurance (Kosei Nenkin) contributions at that income level; shortfalls may be supplemented with financial assets.
  • Japanese language ability: Japanese proficiency equivalent to CEFR level B1 (independent user) will be required.
  • Other factors: A lack of understanding of Japan’s systems, or failing to enrol school-age children in school, will be counted as a negative factor in the evaluation.
  • The residency-period requirement for spouses is also expected to be extended.

When the changes take effect

The income criterion took effect on October 1, 2026, and is also applied retroactively — at the time of review — to applications filed from April 1, 2026 onward. The other criteria (pension, Japanese language ability, spousal requirements, etc.) are expected to take full effect for applications filed from April 1, 2027 onward.

We advise on whether permanent residence is realistic in your current circumstances, taking this draft into account. Income and pension requirements cannot be put right overnight, so we recommend consulting us early.
