「特例期間」とは何か（入管法第20条の4）
入管庁の規定により、在留期間の満了日（期限の最終日）までに「在留期間更新許可申請」または「在留資格変更許可申請」を適法に行った場合、その審査結果が満了日までに出なかったとしても、「現在の在留期限から最大2ヶ月間」は、引き続き適法に日本に滞在できると定められています。これが「特例期間」です。
オンライン申請でも「特例期間」は適用される
この特例期間は、窓口での申請だけでなく「在留手続オンラインシステム」からの申請でも同様に適用されます。期限の最終日の「23時59分」までにオンラインで申請を完了させ、「申請受付番号」が発行されれば、その時点で特例期間に入ります。
特例期間中の「就労（アルバイト含む）」について
特例期間中、申請者は「従前の在留資格」をもって在留しているとみなされます。したがって、これまで就労が認められていたビザ（または資格外活動許可を持っていた留学生）は、この特例期間中もこれまで通り適法に働くことができます。

If you submit your renewal or change-of-status application before your visa expires, you may legally remain — and keep working — in Japan for up to two months while the review is pending, even for online applications. We explain the Immigration Services Agency’s official "Exceptional Period" rule.
After a long holiday period, we sometimes receive panicked consultations from foreign residents saying, "I just realized my visa expires today (or tomorrow)!" The official website of the Immigration Services Agency clearly states the legal relief rules for such situations.
What is the "Exceptional Period" (Article 20-4 of the Immigration Act)?
According to official immigration regulations, if you legally submit an "Application for Extension of Period of Stay" or "Application for Change of Status of Residence" on or before your expiration date, even if the screening result is not issued by that date, you are legally permitted to remain in Japan for "up to 2 months from your current expiration date." This is known as the "Exceptional Period" (Tokurei Kikan).
The "Exceptional Period" applies to online applications as well
This exception applies not only to applications made at the counter but also to those submitted via the "Online Residence Application System." As long as you complete your online application by "11:59 PM" on the final day of your expiration and an "Application Receipt Number" is issued, you immediately enter the Exceptional Period.
Working (including part-time) during the Exceptional Period
During this Exceptional Period, the applicant is considered to be staying in Japan under their "previous status of residence." Therefore, if your visa previously permitted you to work (or if you are a student with permission to engage in activities other than permitted under the status of residence), you can continue to work legally just as before during this period.
Specific action plan for supporters
Even if the visa deadline is imminent, never panic. First, calmly focus on completing the application before the final day ends. Even if it is past the counter’s business hours, you can legally transition into the Exceptional Period by utilizing the online application system.
