出入国在留管理庁は2026年8月25日、在留資格の変更許可・在留期間の更新許可・永住許可にかかる手数料を改定する政令を閣議決定しました。新しい手数料は2026年10月1日（木）から適用されます。改定の主なポイントは以下のとおりです。
① 在留資格の変更・在留期間の更新（窓口申請）
現行は許可される在留期間にかかわらず一律6,000円ですが、改定後は許可される在留期間に応じて10,000円〜75,000円になります。
- 3か月以下：10,000円
- 1年：33,000円
- 3年以上5年未満：64,000円
- 5年以上：75,000円
② オンライン申請
永住許可を除き、窓口申請より最大10,000円安くなる割引が設けられます（在留期間「3か月以下」の申請は割引の対象外です）。
③ 永住許可
現行10,000円から、改定後は200,000円に引き上げられます。永住許可申請はオンライン申請の対象外です。
④ 経過措置
2026年9月30日までに申請済みであれば、許可が10月1日以降になっても手数料は改定前の金額のままです。9月中に更新・変更のご予定がある方は、早めの申請をおすすめします。
⑤ 減額・免除措置
生活に困窮している方や難民認定申請者など人道上の配慮が必要な方については、変更・更新は上限10,000円、永住許可は上限20,000円まで軽減される場合があります（要件の詳細は出入国在留管理庁の案内をご確認ください）。
10月以降に申請を予定している方は、手数料額をあらかじめご確認のうえ、余裕をもって準備されることをおすすめします。

[Effective October 1, 2026] Fees for Change/Renewal of Residence Status and Permanent Residence Permits to Rise Sharply
On August 25, 2026, Japan's Immigration Services Agency approved a cabinet order revising fees for change/renewal of residence status and permanent residence permits, effective October 1, 2026. Change/renewal fees rise to as much as ¥75,000, and the permanent residence fee rises from ¥10,000 to ¥200,000. This article also explains the transitional measure and fee reduction/exemption.
On August 25, 2026, Japan's Immigration Services Agency (ISA) approved a cabinet order revising the fees for permission to change status of residence, permission to renew period of stay, and permanent residence permits. The new fees take effect on Thursday, October 1, 2026. Key points of the revision are as follows.
① Change of status of residence / Renewal of period of stay (in-person application)
The current fee is a flat rate of ¥6,000 regardless of the period of stay granted. After the revision, it will range from ¥10,000 to ¥75,000 depending on the period of stay granted.
- 3 months or less: ¥10,000
- 1 year: ¥33,000
- 3 years to under 5 years: ¥64,000
- 5 years or more: ¥75,000
② Online applications
Except for permanent residence, online applications receive a discount of up to ¥10,000 compared to in-person applications (applications for a period of stay of "3 months or less" are not eligible for the discount).
③ Permanent residence permit
The current fee of ¥10,000 will rise to ¥200,000 after the revision. Permanent residence applications are not available online.
④ Transitional measure
If your application is filed by September 30, 2026, the old (pre-revision) fee still applies even if the permit is granted on or after October 1, 2026. If you plan to renew or change your status in September, applying early is recommended.
⑤ Fee reduction/exemption
Applicants facing financial hardship, asylum seekers, or others requiring humanitarian consideration may have fees reduced to a maximum of ¥10,000 (change/renewal) or ¥20,000 (permanent residence). Please check the ISA's official guidance for detailed eligibility requirements.
If you plan to apply on or after October, we recommend checking the applicable fee in advance and preparing with plenty of time to spare.
