案の主なポイント
- 対象業務は、空港での「グランドハンドリング」業務（航空機の誘導支援、手荷物・貨物の搭載／取り下ろし、機体の清掃・整備補助、旅客対応、給油作業の補助など）です。
- 航空分野全体の受入れ見込み数の上限は4,900人（現行の特定技能1号の上限と同数）で、このうち在留期間最長5年の「特定技能1号」に4,600人、「育成就労」に300人を配分する案です。
- この案の通りに決定されれば、育成就労制度の対象分野は現在の17分野から18分野に拡大する見込みです。

On September 9, 2026, Japan's Immigration Services Agency held the 14th meeting of its expert panel, where a proposal was presented to add the "aviation field" (airport ground handling) to the Ikusei Shuro system. On September 9, 2026, Japan's Immigration Services Agency (ISA) held the 14th meeting of its expert panel on the basic and field-specific operational policies for the Specified Skilled Worker and Employment for Skill Development (Ikusei Shuro) systems. At the meeting, a proposal was presented to add the "aviation field" to the list of industries covered by the Ikusei Shuro system.
Key Points of the Proposal
- The target work would be airport "ground handling" duties — assisting aircraft guidance, loading/unloading baggage and cargo, aircraft cleaning and maintenance support, passenger handling, and fueling assistance, etc.
- The proposed intake cap for the aviation field overall is 4,900 people (the same as the current cap for Specified Skilled Worker (i)), with 4,600 allocated to "Specified Skilled Worker (i)" status (maximum residence period of 5 years) and 300 to "Ikusei Shuro" status.
- If adopted as proposed, the number of fields covered by the Ikusei Shuro system would expand from the current 17 to 18.
