Starting April 2027: What Changes Under Japan's New "Employment for Skill Development" System?

Japan's new "Ikusei Shuro" (Employment for Skill Development) system will replace the Technical Intern Training Program from April 1, 2027 (Reiwa 9). The goal shifts from "international contribution" to "securing and developing human resources": workers are trained over three years toward the Specified Skilled Worker (i) level. Based on the Immigration Services Agency's overview (revised July 2026), this article explains Japanese-language benchmarks, job-transfer rules, the structure host companies must set up, transitional measures for technical interns, and the permit system for supervising support organizations (updated October 6, 2026).

On April 1, 2027 (Reiwa 9), the new "Ikusei Shuro" system replaces the Technical Intern Training Program. The purpose shifts from "international contribution through skills transfer" to "developing and securing human resources in labor-short sectors": foreign workers are trained in a planned way over three years toward the Specified Skilled Worker (i) level.

Key Points of the System

  • Japanese-language benchmarks: A1 or above (e.g. JLPT N5, or completion of an equivalent Japanese course) before starting work; A2.1 or above after one year; and A2.2 or above (e.g. JLPT N4) at the end of the program, when moving to Specified Skilled Worker (i). Levels are set per sector.
  • Changing employers: transfers based on the worker's own wishes are allowed under certain conditions, such as passing a basic-level skills test and a Japanese test at around A2.1 or above (set per sector).
  • Host-company structure: a person in charge, an instructor and a life counselor must be appointed, and each must complete designated training (within the past three years). For the time being, the existing technical intern training course is expected to be accepted as a substitute.
  • Transitional measures for technical interns: those who entered Japan before the start date and are training on that date can continue. If a technical intern training plan accreditation application was filed before the start date and the plan begins within three months of it, entry after the start date may be possible.
  • Supervising support organizations and plan accreditation: supervising support organizations move to a permit system with stricter standards (former supervising organizations must obtain a new permit), and training plans are accredited by the Organization for Employment for Skill Development of Foreign Nationals
